Most dogs that avoid a regular toothbrush will usually accept the use of a finger. You can feel exactly what you are doing, can reach the back teeth and gumline and can stop once the dog has had enough. If introduced at a young age, it will be easier to use later.
Why breeders use a few of these
Getting a puppy accustomed to having their mouth opened is more important than actually brushing their teeth. A puppy that accepts a finger in its mouth at 8 weeks old will also allow a veterinarian to examine its teeth at 8 years old. It also makes the initial transition into a new home much smoother for the buyer.
Silicone sleeves are hard to properly sterilise between uses, so it makes the most sense to have one per dog rather than one shared around the run. That is the purpose of the multi-packs and is the reason breeders usually purchase them in packs of tens rather than individually.

How to use
Introduce the toothbrush during a calm period rather than after a walk. Allow the dog to first lick the toothbrush. A few seconds a day is far more effective than struggling once a week. If the dog begins to avoid the toothbrush, then stop and try again the following day rather than continuing.
