An indoor potty gives a puppy a clear, consistent place to go before it is vaccinated and allowed outside. It also covers apartments, night times, wet weather and older dogs who cannot wait. The point is not to avoid outdoor training, it is to stop the puppy choosing its own spot in the meantime.
